Born in the country of Adresh, Draxon Tigerpaw is a tiger born into a wealthy family who inherited the TPaw Corporation, a conglomerate specializing in electronics, from his father. Under Draxon's rule, the company has expanded to cybernetics and androids, and he aims to maintain his fortunes through TPaw and its subsidiaries. Draxon dresses in lavish attire, often sipping wine, and his body is adorned with cybernetics made by the company itself.

Having already conquered most of the world in ways that would make the founders of the East India Company blush, Draxon has set his sights on Nethington. However, TPaw is a foreign entity to Nethington, as the country would never employ the lenient laws that allowed for the company's growth. As a consequence, the island's strict worker laws have made it difficult for him to successfully finish what he started. He was only able to gain a foothold on Monotok by filing TPaw's subsidiaries as independent entities, but it remains a constant struggle due to the city's employee rotation cycle.

He seeks Monotok's Acrite, a gooey green synthetic substance laced with nanites that helps maintain cybernetics, as it is proven to be more effective than TPaw's methods. However, despite the city's residents growing reluctantly accustomed to TPaw's influence, they drew the line at Draxon's attempts to claim Acrite for himself. Tom Wilcox, a rebellious border collie who exploits TPaw's wall-mounted CityLink terminals, has proven to be a real thorn in the tiger's side.
